How to Write an RFQ for Oil & Gas Equipment (and What Documents to Expect)

Updated · Safinat Lulua

Short answer: A complete oil and gas RFQ states the item description, quantity, size and rating, material and service conditions (including H2S and CO2), the governing standards, the required certification (usually EN 10204 3.1, or 3.2 with third-party witness), the inspection and test plan, the delivery terms (Incoterm and location) and the required documentation. A complete RFQ gets a faster, more accurate quotation and avoids technical clarifications later.

RFQ checklist

  1. Item and quantity: description, tag numbers, and quantities with spares.
  2. Size and rating: NPS or OD, pressure class or psi rating, and schedule or wall thickness.
  3. Service conditions: fluid, design pressure and temperature, H2S and CO2 partial pressures, chlorides and sand.
  4. Materials: body, trim, seals and bolting, plus NACE MR0175 requirements.
  5. Standards: for example API 6A PSL 3 PR2, API 6D, API 5L PSL2 Annex H, or ASME B16.34.
  6. Inspection: inspection and test plan (ITP), hold and witness points, third-party inspection agency, and NDE extent.
  7. Certification: EN 10204 3.1 or 3.2, fire-test and fugitive-emission certificates, and SIL certificates.
  8. Commercial terms: Incoterm (EXW, FCA, CIF, DAP and so on), delivery location, required date and country of origin.
  9. Documentation: datasheets, GA drawings, the manufacturer data report (MDR) format and the approved-vendor-list requirement.

Frequently asked questions

What is the difference between EN 10204 3.1 and 3.2 certificates?

A 3.1 certificate is issued and validated by the manufacturer's own independent quality department. A 3.2 certificate is additionally validated by the purchaser's authorized inspector or a nominated third-party inspection agency that witnessed the tests.

What is a manufacturer data report (MDR)?

An MDR (or manufacturer record book) is the compiled final documentation for an order. It usually includes the certificate of conformity, material certificates, NDE and test reports, dimensional reports, the ITP and release notes.
